Reducing Jail Overcrowding Without Increasing Crime

After consulting with some of the nation’s leading corrections experts, the authors find that the County’s proposal to lease additional beds will leave residents less safe while failing to solve the County’s more critical underlying problems: it jails its residents at far too high a rate.
