Gabriel is a Master of Laws in International Business & Economic Law candidate at Georgetown University Law Center. Before Georgetown, he counseled governments, international organizations, and private sector companies in the legal structuring of project finance infrastructure initiatives throughout Latin America. His previous work encompasses the development of Public-Private partnerships (PPPs), concessions, and operation agreements in more than four different sectors, including roads, water and sanitation, TMT, and waterways. 

Gabriel believes in the importance of bridging the world’s infrastructure gap and that collaboration between the public and private sectors is critical for such a purpose. As an IIEL Fellow, he plans to make the most of his position to achieve that goal.
