Professor Bowers served from 2006 through 2008 as Senior Counsel at the Office of the Assistant Secretary of the Treasury for Tax Policy in the U.S. Treasury Department. He was previously Emeritus Head of Tax at Norton Rose Fulbright U.S., L.L.P., and is currently of counsel to the firm. He concentrates on federal income tax planning for complex business transactions involving corporations, partnerships and real estate investment trusts. He also teaches partnership tax at the University of Texas Law School. Mr. Bowers was also a Lieutenant. JAGC in the U.S. Navy and Assistant Staff Judge Advocate for the U.S. Naval Academy.
