Ingrid Elliott Headshot

Dr. Ingrid Elliott MBE is a criminal investigator and prosecutor with over 25 years of experience, including investigating and prosecuting international crimes at the Bosnia State Court and then International Criminal Tribunal for the former Yugoslavia. She led the design and negotiation of the legal and operational framework of the Kosovo Specialist Chambers. She has been a member of the UK Preventing Sexual Violence in Conflict Team of Experts since 2013, deploying over 35 times. She has worked on CRSV investigation and response for Ukraine, Syria, Iraq, Libya, Myanmar/ Bangladesh, and South Sudan, as well as building investigation and prosecution capacities with national justice actors across East Africa. She also works on tackling CRSV stigma within communities and within justice processes.

Ingrid has published peer-reviewed articles on Syria, CRSV and accountability, and regularly contributes to international standards. She is the primary drafter of The Murad Code, was lead author of the IP2 Supplement for Iraq and co-author of the IP2 Supplement for Syria and the Stigma in Justice Toolkit. She was an expert contributor to the International Protocol on Investigating and Documenting Sexual Violence in Conflict (1st and 2nd Editions (IP2)) and the Global Principles for Action Tackling CRSV related Stigma, Save The Children’s Advancing Justice for Children: Innovations to strengthen accountability for violations and crimes affecting children and The Hague Principles. Ingrid has just completed an AHRC-FCDO research grant as co-investigator exploring the long-term radiating and unaddressed impacts of male CRSV in Syria.
