Scott Fraser began his policing profession in September 1991 with the Vancouver Police Department, where he served in various roles across several areas of the city. In March 1998, Fraser relocated to Brockville and joined the Brockville Police Service. Prior to his appointment as Chief of Police, he accepted several different assignments, including as breathalyzer technician, mountain bike officer, intelligence/drug officer, Sergeant in charge of Criminal Investigations, Staff Sergeant in charge of Criminal Investigations, and Inspector in charge of Operations and Support Services, according to the release.

With his solid investigative background, Fraser has been invited to lecture at the Canadian Police College and act as syndicate leader within the Canadian Police College Drug Investigative Techniques Program numerous times. Fraser also attended the FBI National Academy in Quantico VA in July 2006. Scott left the Brockville Police in October of 2021 in order to take on the Deputy Chief role in Kingston, Ontario. He held that position until January 2023 when he was appointed as interim Chief of Police for Kingston.

A highly dedicated police officer, Fraser is equally devoted to community involvement in his off-duty hours, KPSB said. His volunteerism has extended to a wide range of organizations addressing community needs, and he has served as a board member for the Brockville and Area Community Foundation; the Lanark, Leeds and Grenville Addictions and Mental Health Board of Directors; and the Rotary Club of the 1000 Islands. Fraser is also an accomplished piper and is a member of the Brockville Police Service Pipes and Drums.
