Community Safety Leadership Institute

The Community Safety Leadership Institute (CSLI) is a national, cohort-based leadership development program for Community Crisis Response (CCR) practitioners and programs.

In its inaugural cohort launching in January 2027, the Community Safety Leadership Institute (CSLI) will bring together program leaders from CCR programs across the country to:

Deepen participants’ leadership, management, and strategic capacity;
Build a durable peer network and field identity;
Equip programs to survive leadership transitions, budget cycles, and political change.

Participants will learn from one another and from experts in the field through monthly virtual workshops, executive coaching, an in-person convening, and the completion of a capstone project.

What is the Community Safety Leadership Institute?

The CSLI is a national, cohort-based leadership development program for practitioners and leaders of Community Crisis Response (CCR) programs across the United States. Convened by Georgetown Law’s Center for Innovations in Community Safety, the CSLI brings together leaders to create a space for reflection and growth, and to help programs build for the future.

What do you mean by CCR?

Community Crisis Response (CCR) is the practice of dispatching trained, unarmed professionals to crisis calls involving mental health, substance use, interpersonal conflict, health-related social needs, and other situations that do not require — and may be made worse by — a law enforcement response.

CCR teams respond without law enforcement. Teams can be reached through 911, 988, non-emergency lines, and partner referrals. They show up without weapons, without arrest authority, and in most cases without the option to compel anyone to do anything.

Who can apply to the CSLI?

CSLI is open to CCR programs of any organizational model, including: City or county-government-run programs, non-profit organizations, and for-profit CCR providers.

While there are no restrictions based on program size, age, or budget, programs that operate exclusively as co-response models (pairing a CCR responder with a police officer in every response) are not eligible.

Who will participate from each selected program?

Selected programs will send two representatives if possible, both senior leaders within the organization. This structure is meant to build leadership capacity and institutional knowledge within each program, rather than concentrating it in one individual.

How long is the Institute, and in what format will it be held?

The inaugural cohort runs for one year, from January through December 2027. The format blends online sessions, one in-person convening, and one-on-one executive coaching.

What does the program cost?

There is no cost to participate in the CSLI.

How can I apply, and when do applications open and close?

The application will open on September 14, 2026. Application questions will focus on individual leadership goals as well as program information. The application period will close on Wednesday, October 14 and participants confirmed by early November 2026. You can apply here.
