Class of 2027

Julian is a J.D. candidate and Tech Law & Policy Scholar at Georgetown University Law Center. Prior to law school, he interned at Los Alamos National Laboratory and worked with top experts on nuclear weapon design, weapons effects computer modeling, and stockpile stewardship. He then commissioned in the U.S. Navy and served as a Submarine Officer. During his time in the Navy, he qualified in all aspects of submarines, certified as a nuclear engineering officer, and successfully completed numerous strategic deterrent patrols on the USS Maryland (Gold) – SSBN 738. Currently, Julian is a legal research assistant with the Center on National Security and is an incoming 2026 I.P. litigation summer associate at Latham & Watkins in D.C.

Julian earned his B.S. in Nuclear Engineering from the United States Naval Academy (’18) and his M.S. in Mechanical Engineering with a focus on Thermodynamics and Fluid Mechanics from the Naval Postgraduate School (’19).
