Georgetown Law Tech Institute Welcomes Former NTIA Chief Counsel Stephanie Weiner

New Federal Alumni Fellow will Focus on Internet Access and the Digital Divide

The Institute for Technology Law & Policy is pleased to welcome internet law and policy expert Stephanie Weiner to Georgetown Law as a senior researcher. As part of the Georgetown University Tech & Society Initiative’s new Federal Alumni Fellowship program, Stephanie will focus on exploring policies and programs that promote universal internet access for the millions of Americans who lack such critical connectivity and the resources needed to fully participate in modern digital society. 

She will also advise on legal frameworks and government accountability for emerging technologies as well as mentor Georgetown students through direct engagement, workshops, and research collaborations. This important work will contribute to the Tech Institute, the broader law school community, and to Tech & Society’s interdisciplinary research and programming mission throughout Georgetown.

Stephanie brings more than 25 years of experience in technology, law, and public policy, with a career spanning senior leadership roles across government and the private sector. Most recently, she served as Chief Counsel at the National Telecommunications and Information Administration (NTIA) in the U.S. Department of Commerce, where she led the legal teams responsible for implementing landmark federal investments to expand broadband access and strengthen innovation in the wireless ecosystem. At NTIA, she also advised senior leadership on a wide range of technology policy priorities, including artificial intelligence accountability, children’s online safety, internet governance, and spectrum policy.

Her deep expertise is informed by prior roles as Senior Legal Advisor to the Chairman of the Federal Communications Commission and Senior Legal Advisor to the General Counsel of the U.S. Department of Energy. In the private sector, Stephanie was a partner at one of the nation’s  leading telecommunications and technology law firms and served as Deputy General Counsel at a global information and analytics company.

While the Institute’s work largely centers on the intersection of law, policy, and emerging tech challenges, it would be impossible to achieve our goals of equity and inclusion in tech without also addressing the issues of universal connectivity and internet fluency. Stephanie’s leadership will help ensure Georgetown Law plays a meaningful role in this critical endeavor.”

The Federal Alumni Fellowship is part of the Tech & Society Initiative at Georgetown University in collaboration with the Federation of American Scientists (FAS) and supported by the generous contributions of the John S. and James L. Knight Foundation. The Tech Institute will also host two additional Federal Alumni Fellows this year.
