Universal Broadband Summit Report

Deployment funding alone will not finish the job of connecting everyone in America. But the challenges that remain are solvable, and states and stakeholders are already developing models and frameworks to address them. This report synthesizes the Georgetown Law Tech Institute’s May 2026 Universal Broadband Summit, where state broadband officials, industry associations, academics, labor, local government, and civil society identified four remaining challenges to universal connectivity—permitting, adoption, workforce, and default risk. For each, the report identifies root causes, replicable models, and metrics to demonstrate results.
