Professor Mirmina served for more than 25 years as an international attorney in NASA’s Office of the General Counsel, where he helped negotiate over one thousand international agreements supporting missions across all NASA Directorates. As Lead Counsel for the Space Operations Mission Directorate, he advised on programs including the Space Shuttle, the International Space Station, and the Astronaut Corps, and served as NASA’s lead attorney for telecommunications and spectrum matters.

Before NASA, Professor Mirmina practiced aviation law at Crowell & Moring. He holds LL.M. degrees from Leiden University and Georgetown University, a J.D. from the University of Connecticut, and a B.A. from Brandeis University—all with honors. He has published widely in space law, received awards from NASA and the White House, and is a member of the D.C. Bar and the Bar of the Supreme Court of the United States. He is co-author of International Space Law and Space Laws of the United States.
