Brooks Daly holds a B.A. from the University of California, Santa Barbara; an M.A. in French Studies from New York University and a J.D. from New York University.

Professor Daly is an attorney and arbitrator based in The Hague, the Netherlands. He is the former Deputy Secretary-General and Principal Legal Counsel at the Permanent Court of Arbitration (PCA), where he had primary responsibility for the legal affairs of the PCA, an intergovernmental organization with 122 member states devoted to the peaceful settlement of international disputes through arbitration.

Prior to joining the PCA, Professor Daly acted as Counsel at the International Chamber of Commerce (ICC) International Court of Arbitration in Paris, France. He is a member of the California Bar and practiced with the firms of Latham & Watkins (Los Angeles) and Hale & Dorr (London) before joining the ICC.
