Kevin Jinks (โ€œkjโ€) retired from the U.S. Army in 2019 after serving over 20 years as a Judge Advocate and Infantry officer at the tactical, operational, and strategic levels. He then spent almost six years as a career attorney (rising to Senior Level) at the Department of Justice in the Office of Legal Policy and detailed to the Office of Legislative Affairs.

He holds a B.B.A. from the University of Notre Dame; a Master of Modern Studies from Loyola College in Maryland; a J.D. from the University of Florida (cum laude); an LL.M. from The U.S. Army JAG’s Legal Center and School; and an LL.M. in National Security Law (with distinction) from Georgetown, where he received the Dean’s Service Award in 2015.

He is the General Counsel of the Privacy and Civil Liberties Oversight Board (PCLOB).
His military assignments include: Platoon Leader and Staff Officer, 3rd U.S. Infantry (The Old Guard), Fort Myer, including service at the Pentagon for three weeks in September 2001; Special Assistant U.S. Attorney, Eastern District of Virginia and the District of Columbia; Trial Counsel/Prosecutor, Military District of Washington; Trial/National Security Counsel, 1st Brigade, 1st Armored Division, Fort Bliss and Iraq; Group JAG, 5th Special Forces Group (Airborne), Fort Campbell and Iraq; Deputy Staff Judge Advocate/Chief National Security Law, 101st Airborne Division (Air Assault), Fort Campbell and Afghanistan; Chief, Intelligence Law, U.S. Cyber Command, Fort Meade; and U.S. Army Special Operations Command, Fort Bragg.

kj is admitted to practice before the Supreme Court of the United States, the courts of the State of Florida, and the Court of Appeals for the Armed Forces.
