Rule 304(d) Agreement, DOJ OARM-21 and Other Student Volunteer Service Agreements
Rule 304(d) Agreement
For field placement programs, including externship programs, the ABA requires:
a written understanding among the student, faculty member, and a person in authority at the field placement that describes … the substantial lawyering experience and opportunities for performance, feedback, and self-evaluation [the student extern will receive]; and … the respective roles of faculty and any site supervisor in supervising the student and in assuring the educational quality of the experience for the student[.] ABA Standard 304(d)(2)(i)(2024-25).
Accordingly, the J.D. Externship Program requires every student to submit a fully executed Rule 304(d) Agreement (i.e., all required signatures included) via their seminar’s Canvas page to receive credit for their participation in the J.D. Externship Program. The Rule 304(d) Agreement is linked on the J.D. Externships website.
The Rule 304(d) Agreement should be completed electronically and must be signed by the primary person who will serve as your field supervisor during the externship.
DOJ OARM-21, JAG Corps Agreement
If you are planning to extern for credit through the J.D. Externship Program at the Department of Justice (DOJ), the DOJ likely will ask you to complete its own forms. Please reach out to the Office of Experiential Education at lawexp@georgetown.edu as soon as you receive the DOJ Law Student Volunteer Intern/Extern Agreement (also referred to as an OARM-21 form) for more information about that form process and how it intersects with the Rule 304(d) Agreement requirement. Please do the same if you plan to extern with the Navy JAG Corps and have received a U.S. Navy JAG Corps Internship/Externship Agreement.
Please allow 1-2 business days for processing of these agreements after your externship application has been reviewed and approved by the Office of Experiential Education.
Other Student Volunteer Service Agreements
The Office of Public Interest and Community Service (OPICS) generally signs any other Student Volunteer Service Agreements. You may submit a request for signature by email to opics@georgetown.edu. Please allow 1-2 business days for processing.
