Andy Navarrete joined Capital One in 1999. He currently serves as the Company’s Executive Vice President and Chief External Affairs Officer. In this capacity, Professor Navarrete manages the Company’s strategic and supervisory engagements with its federal and state regulatory agencies and legislators. Professor Navarrete also leads Capital One’s community investment and engagement activities, including the Capital One Foundation, and Corporate Communications, including engagements with the media. Professor Navarrete previously led the Legal Department’s team of corporate and consumer bank regulatory experts providing comprehensive bank regulatory support on an enterprise-wide basis. He previously served as the Senior Vice President and Chief Counsel for each of the Company’s major business units, including Commercial and Retail Banking, National Lending, (including the Company’s Card, Mortgage and Auto lines of business), as well as Digital and Corporate Governance.

Prior to joining Capital One, Professor Navarrete was an attorney with the law firm of Morgan Lewis in Washington, DC. His practice focused on domestic and international financial services regulation, with specific responsibility for assisting banks in their efforts to enter into the insurance and securities markets.
Professor Navarrete began his legal career in the International Section of the Legal Division of the Federal Reserve Board. Prior to law school, Professor Navarrete worked for the House Banking Committee and as a federal relations specialist for APCO Associates.

Professor Navarrete serves as an Adjunct Professor of Banking Law at Georgetown Law School, and on the board of the Stepping Stones Shelter. He received his J.D. from Boston College and his undergraduate degree from the College of William and Mary. He resides in Bethesda, Maryland with his wife Sally and two daughters, Allison and Catherine.
