Barksdale Penick graduated from Dartmouth College (BA) and from Hastings College of the Law, University of California (JD). He is a principal with the National Tax Department of Ernst and Young, where he has worked since 1993. Previously, he was Associate Tax Legislative Counsel with the United States Treasury Department, where he worked from 1988-1993. After law school, he was an associate in San Francisco with Brobeck, Phleger and Harrison. Barksdale has presented at numerous tax conferences across the country, and has authored articles on the taxation of partnerships and natural resources.
