Ms. Fischer is a Legal Counsel at the International Centre for Settlement of Investment Disputes (ICSID), an organization of the World Bank Group and the leading global institution for the resolution of investment disputes through conciliation and arbitration proceedings. In this capacity, she serves as Secretary of tribunals in arbitration proceedings brought under the ICSID Convention and the ICSID Additional Facility Rules. Prior to joining ICSID, she worked as a Senior Research Fellow at the Centre for International Law in Singapore analyzing international investment agreements (IIAs) entered into by Southeast Asian states. She also worked as an attorney with the law firms of Foley Hoag LLP and Winston & Strawn LLP in Washington, D.C. representing companies and States in international arbitration and litigation proceedings. She began her legal career as an attorney for the U.S. Department of Commerce where she was a member of the U.S. Government’s negotiating team for several free trade and investment agreements. She is admitted to practice law in the State of New York and the District of Columbia.
