Professor Masri-Elyafaoui has spent his career focusing on commercial space law, federal regulation, and government relations. He currently works as the Director of Policy and Government Relations at Vast, Inc., which is developing the world’s first commercial space station. At Vast, he leads the company’s legislative and executive branch strategy on commercial space stations and commercial human spaceflight. In this role, he architects multi-branch government campaigns to secure federal appropriations and authorizing legislation and to align executive agencies on regulatory and policy issues shaping the future of commercial space. Prior to joining Vast, he was the Senior Policy Advisor at Axiom Space. At Virgin Galactic Holdings, Inc., he served as the company’s in-house legal expert on spaceport lease agreements and led formal regulatory engagements before the FAA, FCC, and NTSB. Before entering the space industry, Mr. Masri-Elyafaoui served as a Majority Law Clerk on the House of Representative’s Select Subcommittee on the Coronavirus Crisis, a Regulatory Law Clerk in the Office of Management and Budget’s Office of Information and Regulatory Affairs, and a Minority Law Clerk on the U.S. Senate’s Permanent Subcommittee on Investigations. Professor Masri-Elyafaoui has contributed to the academic literature on space law as a research assistant for International Space Law & Space Laws of the United States (Mirmina & Schenewerk, 2022). He received his J.D. from Wayne State University Law School and is a member of the D.C. Bar.
