Professor Russell, J.D., C.P.A., LL.M. is Of Counsel at the law firm of Kostelanetz & Fink, LLP in Washington D.C. His practice involves representing clients during international tax disputes with government authorities. He also assists clients in planning of cross-border transactions including implementation of the 2017 Tax Act. Professor Russell has prior international tax experience in public accounting, IRS’ Large Business & International (LB&I) Division, U.S. Department of Treasury’s Office of Tax Policy, and U.S. Congress’ Joint Committee on Taxation. He has testified in front of Congress on international tax reform and is a frequent speaker on international tax issues at professional conferences. Professor Russell is a member of the American Institute of Certified Public Accountants – International Tax Technical Resource Panel; Steering Committee of the Federal Bar Association – Section of Taxation; American Bar Association – Tax Section; and District of Columbia Bar Association.
