Susan Seabrook is a partner with Winston & Strawn and co-chairs their tax controversy and criminal tax practice group, where she represents a broad spectrum of clients in highly regulated transactions and industries, including the financial services industry. She advises clients on insurance tax aspects of M&A transactions, and at all stages of domestic and global administrative investigations. Susan has significant experience in a wide variety of litigation forums, including appellate matters. Prior to entering private practice, Susan was an Attorney-Advisor in the Insurance Branch of the IRS Office of Chief Counsel, Financial Institutions & Products, where she served as National Office Industry Counsel for the life insurance industry. Before joining the Insurance Branch, Susan served as a senior trial attorney for the IRS, focusing on insurance companies and financial products. Susan received her B.A. from the University of Colorado, Boulder, her J.D. from Gonzaga University School of Law, and her LL.M. from Sturm College of Law, University of Denver.
