Professor Grooms is a partner at Cooley LLP where she leads the firm’s Congressional Investigations practice and specializes in helping clients navigate high-profile, high-stakes, complex investigations that potentially involve multiple federal and state agencies, Congress, and regulatory authorities, as well as significant reputational concerns. She is a former federal prosecutor and served in numerous roles in the government, including leading hundreds of fast-paced, high profile investigations as deputy staff director and chief counsel for then-Chairwoman Carolyn Maloney and her predecessor Chairman Elijah E. Cummings on the Committee on Oversight and Reform, the principal investigative committee in the U.S. House of Representatives. She also served on the investigatory and Senate trial teams for both of the impeachments of Donald J. Trump, was the staff director and general counsel for Ranking Member Elijah E. Cummings on the Select Committee on Benghazi, and served as a counsel to the House Oversight Committee under Chairman Henry A. Waxman. She was a law clerk to the Honorable R. Barclay Surrick, U.S. District Court for the Eastern District of Pennsylvania.
