Entries should demonstrate original thought on a question of legal and/or policy significance relating to the symposium topic of the role of public lands and oceans in America?s energy future. The topic is not confined to any particular type of public land or issue in energy or environmental law or policy. Entries will be evaluated based on: (1) originality; (2) contribution to the understanding or development of the fields of energy, environmental and public land law; (3) quality of scholarship; and (4) quality and organization of writing.

This competition, held in honor of Benjamin B. Ferencz, addresses the very difficult issue of the relationship between crimes against humanity and the crime of aggression, both as a matter of substantive law and jurisdiction.? In particular, given that the crime of aggression is not currently enforceable in the ICC, the essay should address whether illegal uses of force, interstate or otherwise, resulting in significant loss of life may currently be prosecutable before the ICC as crimes against humanity.

Students who attend an ABA accredited law school in a SEAFWA state or who are legal residents of a SEAFWA state may submit papers on their own topic relating to fish and wildlife, habitat or conservation law or choose from the following topics: (1) constitutional issues relating to the state regulation of hunting and fishing, (2) criminal law issues related to the regulation of hunting and fishing, (3) liability of states for damages by wildlife, (4) privatization of fish and wildlife resources, (5) issues arising under the endangered species act, or (6) regulation of exotic wildlife/holding wildlife as pets/exotic wildlife trade and commerce. Each law school may certify up to 8 J.D. papers and 8 LL.M. papers. Papers must focus primarily upon technical or policy-oriented tax issues relating to any type of existing or proposed U.S. federal or state tax or taxation system (including topics relating to ethical and professional responsibility matters in tax practice).?
