Professor Barloon is a Partner in the Litigation and Government Enforcement practice at Skadden, Arps, Slate, Meagher & Flom LLP. For more than 20 years, Professor Barloon has represented individual and corporate clients in federal and state civil, criminal and enforcement agency investigations and actions. He has litigated a wide range of civil actions in federal courts throughout the country. From 2019-2021 Professor Barloon served as the General Counsel to the United States Trade Representative (USTR), in which capacity he led U.S. enforcement actions against China, India, France and numerous other trading partners and was responsible for litigation on behalf of the United States at the World Trade Organization. From 2020-2021 he also served as Acting Deputy United States Trade Representative with responsibility for international trade matters involving the U.S. and China. During his tenure at USTR, Professor Barloon was nominated to the Court of International Trade. Professor Barloon graduated from Harvard College with a B.A. in Classics. After teaching Latin at St. Joseph’s Preparatory School, Professor Barloon obtained an M.A. in English Literature and Language at the University of Pennsylvania, where he taught Freshman Writing classes. He graduated Summa Cum Laude from Georgetown University Law Center in 1996, where he was awarded the George Brent Mickum Prize and the John M. Olin Prize in Law & Economics. He was a member of the Georgetown Law Review and the Order of the Coif. After graduating from Georgetown, Professor Barloon clerked for the Honorable Douglas H. Ginsburg on the United States Court of Appeals for the District of Columbia. Professor Barloon has lectured and published on various topics, including the Dodd-Frank Act, administrative agency litigation and enforcement, and financial services regulation.
