Ian Brasure currently serves as Assistant General Counsel at the U.S. Department of Homeland Security (DHS), where he leads the legal team conducting national security reviews related to the Committee on Foreign Investment in the United States (CFIUS), the Committee for the Assessment of Foreign Participation in the U.S. Telecommunications Services Sector (Team Telecom), and assessments related to Securing the Information and Communications Technology and Services Supply Chain (ICTS). Prior to joining DHS, he served as a Legal Advisor for the International Committee of the Red Cross, where his work concerned emerging issues related to armed conflicts and their humanitarian impact. Mr. Brasure served in the U.S. Marine Corps and concluded his career as Deputy Legal Advisor at the White House within the National Security Council. This assignment included responsibility for the provision of legal advice to the President of the United States and the National Security Advisor on matters pertaining to NATO, Russia, Ukraine, Afghanistan, Pakistan, India, arms control/non-proliferation, weapons of mass destruction, and space and maritime law. During his military career, Mr. Brasure served in a variety of senior operational and headquarters assignments including as senior legal advisor for various units deployed to Southeast Asia, Afghanistan, Iraq, and Liberia. Later assignments included service as Deputy Legal Counsel to the Chairman of the Joint Chiefs of Staff, Military Assistant to the General Counsel of the Department of Defense, Counter-proliferation Plans Officer, and Deputy Legal Advisor to NATO’s International Security Assistance Force in Kabul, Afghanistan. Mr. Brasure has served as a member of senior-level interagency delegations to over 30 countries.
