Justin A. Connor is an experienced corporate attorney and former chief legal officer with a global legal career spanning law firms, corporate legal departments, and the U.S. government. He currently serves as the Director of International Chief Legal Officer Engagement at the Association of Corporate Counsel (ACC) in Washington, D.C.
In this role, Justin leads ACC’s global chief legal officer (CLO) engagement program, fostering high value connections among senior legal executives worldwide. He also directs executive education programs, including initiatives designed for the next generation of CLOs.

Previously, he served as in-house counsel at Giesecke & Devrient, a security solutions provider, and practiced corporate law with a satellite telecommunications company in Northern Virginia. He also spent five years in Dubai, UAE, where he was the chief legal and regulatory officer for a sovereign private equity investment firm, overseeing M&A transactions, corporate finance, and regulatory risk. In Dubai, he also co-led the telecom law practice at the largest law firm in the MENA region.

Before working abroad, Justin was a senior attorney at the U.S. Federal Communications Commission (FCC), where he led the regulatory review of major M&A transactions. While at the FCC, in 2004 he was awarded a Fulbright Fellowship to teach law and conduct research in Beirut, Lebanon.

Justin began his legal career as an associate in the antitrust litigation practice at Heller Ehrman in Washington, D.C. He holds a J.D. from Northeastern University School of Law and a B.A. from Earlham College.
