Frances Walters is a Visiting Professor of Law, Legal Practice. She previously served as an adjunct professor at both the George Washington University Law School and Georgetown University Law Center, where she taught seminars on wrongful convictions.
Professor Walters most recently worked as an Attorney Advisor in the Office of the Pardon Attorney at the U.S. Department of Justice. In 2021, she launched and directed the Conviction Integrity and Expungement Unit in Washtenaw County, Michigan, addressing claims of innocence, resentencing petitions, and expungement requests. Prior to that, she was the Legal Director at the Mid-Atlantic Innocence Project, where her investigative and litigation work contributed to 14 exonerations and secured the release of several individuals with ongoing innocence claims. She began her legal career at the law firm of Williams & Connolly LLP. Before entering the legal field, she worked as an educator, a foundation that informs her teaching and advocacy.
Professor Walters earned her J.D., magna cum laude, from the University of Michigan Law School. She also holds an M.A. from the University of Cape Town and a B.S.E., cum laude, from Princeton University.
