Professor Levine is the former Chief Counsel for the Office of Tax and Revenue, Office of the Chief Financial Officer, for the D.C. Government where he served in that capacity and as an attorney for 20 years. Prior to that, he served in the Office of the Chief Counsel of the Internal Revenue Service for 28 years and was Chief of the Branch I, Collection, Bankruptcy, and Summonses Division before his retirement from federal government. Prior to IRS Chief Counsel, Professor Levine served in the Office of General Counsel, U.S. Department of the Treasury.
