Professor Levine is Chief Counsel in the Office of Tax and Revenue, Office of the Chief Financial Officer, for the D.C. Government. He served in the Office of the Chief Counsel of the Internal Revenue Service for 28 years and was Chief of the Branch I, Collection, Bankruptcy, and Summonses Division before his retirement from federal government.
