Courtney A. Howard is Deputy Chief of the DOJ Criminal Division’s Fraud Section and Chief of the Litigation Unit of the Fraud Section (Acting). Prior to serving in Senior Leadership of the Fraud Section, she was an Assistant Chief in the Foreign Corrupt Practices Act (FCPA) Unit of the Fraud Section. Ms. Howard joined the FCPA Unit from the U.S. Attorney’s Office for the District of New Jersey, where she was Chief of the Economic Crimes Unit. Ms. Howard has investigated and prosecuted a range of crimes including FCPA offenses, securities fraud, insider trading, tax offenses, Ponzi schemes, narcotics conspiracies, and violent crimes. Prior to becoming a federal prosecutor, Ms. Howard was as an associate at both Davis Polk & Wardwell and Skadden, Arps, Slate, Meagher & Flom in New York, where she led internal investigations and represented individuals and corporations in connection with regulatory, civil, and criminal investigations. Ms. Howard also served as a law clerk for U.S. District Judge Robert P. Patterson, Jr. in the Southern District of New York. She received her B.A. from the Ohio State University and her J.D. from Columbia Law School.
