Daniel Chang Shik Moon is Adviser to the Executive Vice President of MIGA and previously Senior Counsel at the Multilateral Investment Guarantee Agency (MIGA), a part of the World Bank Group. MIGA’s mandate is to promote cross-border investment in developing countries by providing guarantees (political risk insurance and credit enhancement) to investors and lenders. At MIGA, he provides legal advice on guarantee operations, drafts and negotiates contracts of guarantees, advises on disputes that may develop into claims, and also leads the legal department’s technology initiatives. Prior to joining MIGA, he was a Senior Associate at White & Case LLP in their New York office advising lender and sponsor clients on international project development and financings, and asset and structured financings. Daniel also has extensive experience working in Asia, having been in-house counsel at a shipbuilding company in Seoul and seconded to The Export-Import Bank of Korea (one of the two Korean ECAs). He serves on the board of The Association of Lawyers in Intergovernmental Finance and Development Organisations (ALIFDO), where he also leads the Knowledge Management and Technology Practice Group. He is a member of the New York bar, and obtained his J.D. from Georgetown University Law Center and B.A. (cum laude) in political science from Seoul National University in Seoul, Korea.
