David Neal served for a decade as the Chairman of the Board of Immigration Appeals, the highest administrative tribunal on immigration law in the United States and a component of the U.S. Department of Justice’s Executive Office for Immigration Review.
He has served in several immigration positions with the Executive Office for Immigration Review over the course of twenty years, including tenures as Vice Chairman of the Board of Immigration Appeals, Chief Immigration Judge, immigration judge, attorney advisor to the Director, and attorney advisor to the Board of Immigration Appeals.
His experiences outside the agency include positions as a chief counsel to the Senate Immigration Subcommittee, Director of Policy Analysis with the American Immigration Lawyers Association, private practitioner with a Los Angeles immigration firm, and founding editor of Bender’s Immigration Bulletin. Prior to his legal career, he worked in stateside refugee resettlement and with inner-city non-profit organizations in metro Boston.
