David L. Neal is the Director of the Executive Office for Immigration Review, a component of the U.S. Department of Justice, where he oversees the nation’s immigration court system. He has served with the immigration courts for over two decades, including tenures as Chairman of the Board of Immigration Appeals, Vice Chairman, Chief Immigration Judge, Assistant Chief Immigration Judge, and Immigration Judge.

His experiences outside the Justice Department include positions as a chief counsel to the U.S. Senate Immigration Subcommittee, the Director of Policy Analysis for the American Immigration Lawyers Association, private practitioner in a Los Angeles immigration firm, and founding editor of Bender’s Immigration Bulletin. Prior to his legal career, he worked in stateside refugee resettlement with an NGO in metro Boston.
