He served for 25 years with the Appellate Staff, Civil Division, of the U.S. Department of Justice, as an appellate litigator and supervisory attorney, most recently as Senior Appellate Counsel for National Security. Previously, he was an associate with the firm of Mayer, Brown, & Platt, and law clerk to the Honorable Carolyn Dineen King, U.S. Court of Appeals for the Fifth Circuit.
