Professor Howard is a Partner at Hogan Lovells LLP. He focuses principally on corporate tax matters, including consolidated returns, mergers and acquisitions, spin-offs and joint ventures. He also has substantial experience in federal tax issues with respect to partnerships, cross-border transactions and financing transactions. From 1995 until 1998 Professor Howard served as Special Counsel to the Chief Counsel for the Internal Revenue Service where he worked on regulations and other administrative guidance regarding corporate, partnership and international tax matters.
