In FERC’s Office of Enforcement, Professor Kroeger led investigations and litigated cases involving the Western energy crisis, market manipulation, and transmission provider abuse, among others, and developed enforcement policy following the Energy Policy Act of 2015, including procedural protections for regulated firms. Previously, Professor Kroeger practiced energy law with the firm of Wheatley and Wollesen.
