Professor Oliver served as the Chief Appellate Judge on the United States Navy-Marine Corps Court of Criminal Appeals. He was a member of the United States Navy’s Judge Advocate General Corps for thirty years and held various other positions within the Corps including Officer-in-Charge of the U.S. Sending State Office for Italy at the U.S. Embassy in Rome, Italy, and the Acting Department of Defense Representative for Ocean Policy Affairs. He is currently serving as the Senior Ocean Policy Advisor, U.S. Coast Guard. Professor Oliver won several awards within the military including the Department of Defense Superior Service Medal and the Navy-Marine Corps Meritorious Service Medal. He is an experienced instructor and has served as an Adjunct Professor of Law teaching similar courses at George Washington University and American University.
