Professor Tobin is Senior Counsel at the I.R.S. Office of Associate Chief Counsel (International) in Washington D.C., where he has worked on various international tax issues, but has focused primarily on transfer pricing (especially cost sharing arrangements). He was the Drafting Attorney for the Final Cost Sharing Regulations (Treas. Reg. 1.482-7 (2011). He also served as an associate at Simpson, Thacher and Bartlett LLP in New York, where he advised on the tax implications of various private equity acquisitions. Publications include an article on the proposed section 987 currency regulations. He has spoken at numerous conferences, webcasts, and training sessions on transfer pricing, including the ALI-ABA’s March 2012 webcast on the 2011 Final, Temporary, and Proposed Cost Sharing Regulations. He has been a member of the Georgetown Law adjunct faculty since 2013.
