Professor Plotkin is a Partner at Covington and Burling LLP where he focuses his practice on national security, financial services regulation and information technology. In the national security arena, Mr. Plotkin represents clients before the Committee on Foreign Investment in the United States (CFIUS) and the Defense Counterintelligence and Security Agency (DCSA) in obtaining national security approval for foreign investments in U.S. critical infrastructure. His experience includes negotiating several of the most significant, complex and sensitive national security agreements with the U.S. government in recent years. In the financial services field, he has represented many Fortune 500 companies, including both banks and non-banks, on matters before the federal banking regulators, the FTC and other domestic and foreign regulatory agencies. He is recognized for his expertise in national security, electronic commerce and pioneering novel banking powers and services.
