B.A., University of Massachusetts; J.D., Catholic University. Judge Morin was appointed an Associate Judge on the D.C. Superior Court in 1996 and was appointed Chief Judge in 2016. A former partner at Fisher, Morin & Kagan-Kans, he was a trial attorney for the Office of the Public Defender in Rockville, Maryland; Furey, Doolan & Abell; and the Southern Center for Human Rights. Judge Morin also served as supervising attorney for D.C. Law Students in Court. Since 1986 he has been an adjunct professor at the Law Center, teaching Capital Punishment and Judicial Process Seminar and Evidence with Judge Gerald I. Fisher.
