Professor Moore is a Senior Counsel in the Federal Programs Branch within the Civil Division of the United States Department of Justice, where she defends federal agencies and the Executive Branch against challenges to the constitutionality of statutes that the agencies are charged with administering and challenges to regulations, policies and procedures that the agencies have promulgated. In addition to working at the United States Department of Justice, Professor Moore has worked as an attorney in the Legal Division of the Consumer Financial Protection Bureau, the Division of Financial Practices within the Federal Trade Commission, and at large firms in the District of Columbia and Massachusetts. She has also served as a law clerk to the Honorable Roger L. Gregory of the United States Court of Appeals for the Fourth Circuit and the Honorable Ronald Lagueux of the United States District Court for the District of Rhode Island and served as a legal writing adjunct at the George Washington University School of Law.
