Todd A. Lard serves as Tax Counsel for the Tax Executives Institute (TEI) in Washington, D.C., where he supports the advocacy and educational activities of TEI’s Tax Technology and State and Local Tax Committees. In this role, Todd advances the strategic goals of each committee, driving initiatives on complex tax administration and policy issues.

Prior to joining the TEI legal team in 2022, Todd was a partner in Eversheds Sutherland (US)’s state and local tax practice, where his work focused on policy, planning, and controversy. Before entering private practice, Todd spent five years as Vice President and General Counsel at the Council On State Taxation (COST). During his tenure at COST, he authored or co-authored more than 50 amicus briefs filed with the U.S. Supreme Court and various state appellate courts, advocating on behalf of multistate corporations.

Todd’s background also includes serving as a Tax Research Manager for Nextel Communications and working in the Washington National Tax Office of KPMG. A frequent author and speaker, he is an Adjunct Professor of Law at the Georgetown University Law Center, where he teaches a course on advanced state and local tax topics. Todd received his LL.M. in Taxation from Georgetown University Law Center, his J.D. from Oklahoma City University, and his B.A.B.A. in accounting from Dallas Baptist University.
