Jonathan Backer is Senior Counsel at the Institute for Constitutional Advocacy and Protection. He returns to the Institute following three years at the Appellate Section of the U.S. Department of Justice’s Civil Rights Division. Before Jonathan’s first stint with the Institute, he served as a law clerk to Judge Ronald Lee Gilman of the Sixth Circuit Court of Appeals and Judge Paul W. Grimm of the U.S. District Court for the District of Maryland (ret.). He also served as a foreign law clerk to the late Justice Miriam Naor, President of the Supreme Court of Israel.

Jonathan graduated magna cum laude from Michigan Law School, where he was an Articles Editor for the Michigan Law Review. He received his undergraduate degree summa cum laude from Columbia University.
