Former National Security Council and National Economic Council official Daniel Schuker has been appointed the new Executive Director of Georgetown Law’s Institute of International Economic Law (IIEL).

Daniel Schuker
Schuker, who was most recently Deputy Policy Director for Vice President Kamala Harris’s presidential campaign, joined Georgetown Law on March 31. He will lead and expand the Institute’s efforts to convene policymakers and thought leaders, advance cutting-edge research and train the next generation of leaders in international economic law and policy.
“I’m delighted to welcome Daniel Schuker to Georgetown,” said Dean William M. Treanor. “His appointment comes at a critical moment for strategic thinking about the future of the international economic order, from trade and economic security to competition and innovation. Daniel’s broad background and deep expertise will help drive IIEL’s important work forward.”
Schuker brings deep experience in law, national security, economics and the policymaking process. During the Biden administration, he served at the White House as Senior Advisor to the Deputy National Security Advisor for International Economics, as well as in the Office of the General Counsel at the Treasury Department. He has also worked on Capitol Hill as General Counsel to U.S. Senator Cory Booker on the Senate Judiciary Committee. Earlier in his career, he worked in appellate law in private practice, as well as at the National Economic Council at the White House and at the U.S. Department of Defense during the Obama administration. A former law clerk to Judge J. Harvie Wilkinson III on the U.S. Court of Appeals for the Fourth Circuit, he is a graduate of Harvard College and Yale Law School.
The Institute’s three faculty co-directors, Professors Kathleen Claussen, Jennifer A. Hillman and Gregory Shaffer, also welcomed Schuker to his new role.
“We are delighted that Daniel will be leading the Institute,” Claussen said. “He brings the substantive expertise and leadership acumen needed to write the Institute’s next chapter.”
Hillman added, “Daniel understands the complex and fast-moving dynamics of international economic law and policy, while appreciating the indispensable role that scholars, lawyers and aspiring professionals can play in shaping the field.”
Shaffer agreed, noting, “Daniel will put the Institute at the center of important dialogues about the trajectory of the international economic order and the impact of law and policy.”
