Four Georgetown Law Faculty Members Make List of Most-Cited Legal Scholars of 2025

Four Georgetown Law professors, Stephen Vladeck, Michele Goodwin, Allegra McLeod and Anita Krishnakumar, are among the 100 most-cited scholars in legal academia, according to a ranking compiled by law librarians at George Mason University.

Prof. Stephen Vladeck

The โ€œTop 100 Legal Scholars of 2025โ€ โ€“ now in its third year โ€“ is based on how frequently professors are cited individually and as a coauthor in law review articles published between 2019 and 2021.

Vladeck, the Agnes Williams Sesquicentennial Professor of Federal Courts, focuses his scholarship on the federal courts, the Supreme Court, national security law and military justice.

He ranked 47th on the overall list and 38th on the list adjusted for coauthorship.


Professor Michele Goodwin

Prof. Michele Goodwin

Goodwin, the Linda D. & Timothy J. Oโ€™Neill Professor of Constitutional Law and Global Health Policy and faculty director of the Oโ€™Neill Institute for National and Global Health Law, focuses her scholarship on constitutional law, health care, bioethics and civil liberties.

She ranked 61st on the overall list and 49th on the list adjusted for coauthorship.

McLeod, Professor of Law, focuses her current scholarship on contemporary movements for penal abolition, and her research and teaching interests include criminal law and procedure, constitutional law, immigration law and legal and political theory.

She ranked 79th on the overall list and 44th on the list adjusted for coauthorship.


Professor Anita Krishnakumar

Prof. Anita Krishnakumar

Krishnakumar, the Agnes Williams Sesquicentennial Professor of Legislation, focuses her scholarship on statutory interpretation and the legislative process, including the congressional budget process, lobbying regulations and interpretive trends in the Supreme Courtโ€™s statutory jurisprudence.

She ranked 93rd on the overall list and 54th on the list adjusted for coauthorship.
