A.B. v. Holcomb
ICAP represents children in foster care in Indiana who are appealing the dismissal of their challenge to state-wide deficiencies in services and programming. The district court dismissed the case based on the doctrine of Younger abstention, holding that instead of a federal case seeking systemic relief, each child must instead rely on their individual state hearings. The case is currently on appeal in the U.S. Court of Appeals for the Seventh Circuit.
