This guide has been provided to you by the Department of Emergency Management & Operational Continuity (DEMOC). We encourage you to familiarize yourself with how Georgetown University plans for emergencies, and improve your understanding of emergency preparedness and response.
NOTE: This document is based on presently available information, as well as current Federal and state recommended protective actions. The procedures and practices discussed in this document may be updated when additional, relevant information becomes available or when Federal and state guidance is modified. In every situation, common sense and awareness of personal safety should take precedence over any action described in this guide.

HOYALERT
HOYAlert is Georgetown University’s emergency notification system. It provides:
- Text messaging to cellphones and PDAs
- Voice options to non-GU numbers
- E-mail to non-GU addresses
- HOYAlert may be used to notify members of the university community in the event of a campus emergency or closure. Text messages and other emergency notifications may be made at any time of the day or night as incidents occur.

Building and Floor Marshals serve as a resource to provide safety and security information to faculty, staff and students, especially during emergency situations. Marshals are responsible for making sure that emergency procedure information is posted in their buildings and that the occupants of each building are familiar with these procedures, such as proper evacuation routes and shelter-in-place locations.
During an incident, Building and Floor Marshals will be identified by distinctive fluorescent vests. Please report to your Floor Marshal once you have safely exited the building. Marshals will maintain radio communication with staff from the Department of Public Safety (DPS) and the Department of Emergency Management & Operational Continuity (DEMOC) in order to convey information about an incident to the members of their buildings.

Building Evacuation
A Building Evacuation goes into effect in case of a fire or other emergency that requires all occupants to immediately leave the building to ensure their safety.
How to prepare for a building evacuation: Familiarize yourself with exit routes and the assembly area for your primary location, as well as for all buildings that you frequent. Flip to the “Building & Floor Marshals” tab for more information.
Signals: A building evacuation will be signaled by the audible fire alarm, including strobe lights and audible alerts and/or by other means of notification (e.g., HOYAlert or other notification by Georgetown University response agencies).
Action: When you receive the notification, leave the building and proceed to the assembly area in your Building Evacuation Plan.
If you have any questions regarding your designated assembly area, please contact your Building and Floor Marshals, Department of Public Safety (DPS), GUPD or the Department of Emergency Management & Operational Continuity.
How to know when it’s safe to return to the building: Building and Floor Marshals, GUPD, Department of Public Safety (DPS) officers or MPD officers will provide additional information at each assembly area. You may only re-enter a building when authorized by them.
If a fire or other incident makes a building unsafe to enter for a significant period of time, building occupants will be taken into a temporary shelter.
Evacuation for People with Disabilities
Disability SignIn the event of an evacuation, people with physical disabilities that prevent them from exiting the building with others should:
- Proceed to the nearest stairwell and wait there to be evacuated by a member of the DC Fire & EMS Department
- If possible, ask another person to accompany you to the stairwell. Ask him or her to immediately inform a GUPD or DPS officer and/or other first responder of your exact location (floor, stairwell number, etc.) once he or she has evacuated.
- If you see a Building or Floor Marshal (identified by a fluorescent vest), inform him or her of your need for assistance so he or she may give the information to a GUPD or DPS officer and/or other first responder.
- Once in the stairwell, use a cell phone to call the designated emergency number for your campus and provide the following information:
- Your exact location (floor, stairwell number, etc.)
- Your name
- Your cell phone number
- Any information needed to assist you in evacuation
Evacuation during a Power Outage:
- Get your keys and any absolute necessities (i.e. medications, GOCard, wallet, etc.)
- Bring suitable clothing for weather conditions.
- Lock the door to secure your belongings.
- Use flashlights to illuminate your path. DO NOT light candles!
NOTE: Medical Center laboratory workers should secure all experiments and chemicals and unplug electrical equipment (except freezers) prior to evacuating.

Shelter-in-place goes into effect during emergency situations where it is important to minimize exposure to outside risks. These situations may include extreme weather or dangerous air quality due to the accidental or intentional release of hazardous materials.
Action: If you hear the Campus Alert System, you should enter the nearest building and wait for further information.
Once inside, close all doors and windows and wait for further instructions.
Information about the situation: Building and Floor Marshals, identifiable by fluorescent vests, will provide assistance and information. They are equipped with radios that will allow them to maintain contact with emergency management staff. The university will also disseminate information, as soon as it is available, via HOYAlert and other methods. The most up-to-date information for the DC Metropolitan Area will be available through local television and radio.
Notification about when it’s safe to resume normal activities: Information from HOYAlert, Building and Floor Marshals, GUPD, Department of Public Safety (DPS) officers, and broadcast e-mail and voicemail will assist in notification of when sheltering-in-place ends.

MAIN CAMPUS:
Shelter-in-place will be signaled by sounding the Campus Alert System, a loud steam whistle that can be heard in all outdoor areas on campus. The whistle will sound in a series of intermittent 5-second blasts for a total of 15 minutes. In addition, you may receive messages via HOYAlert.
LAW CAMPUS:
Shelter-in-place will be signaled by sounding the Campus Alert System, the rooftop PA system as well as the internal phone intercom function. In addition, you may receive messages via HOYAlert.
SCS CAMPUS:
You will receive a HOYAlert message for Shelter-in-place notification.

- Provide as much information about the individual as possible to the dispatcher, including:
- Age (approximate if unknown)
- Sex
- Illness or injury circumstances (if known)
- Level of consciousness (alert, confused, unresponsive, etc.)
- Interventions performed [CPR, use of an Automated External Defibrillator (AED), etc.]
- Remain with the person until GERMS and police arrive.
- Ask a bystander to remain in the lobby or entrance to direct emergency responders
- If you are trained in CPR/AED and/or first aid, begin treating any life-threatening injuries or conditions while waiting for EMS to arrive.
When GERMS or DC Fire & EMS arrive, be sure to provide a description of the treatment you have provided to the individual.
The American College of Emergency Physicians (ACEP) recommends seeking immediate medical attention for the following symptoms:
- Having trouble breathing or shortness of breath
- Pain or pressure in the chest or upper abdomen
- Abnormal pain in the abdomen
- Fainting or feeling dizzy or weak
- Visual irregularities
- Sudden or sharp pain
- Bleeding that won’t stop
- Severe or ongoing vomiting or diarrhea
- Coughing or vomiting blood
- Having trouble speaking
- Confusion or altered mental state
- Feeling suicidal

Gas Smell/Leak
Immediately call the appropriate emergency responders for your campus:

Provide the following information:
- Location/building name/address of the problem
- Source of the leak, if it can be identified immediately
- Extent of the leak (e.g., number of rooms/floors involved)
- If anyone is experiencing symptoms of exposure (e.g., light- headedness, fainting, etc.)
If instructed by emergency responders, pull the nearest fire alarm and evacuate the building. Flip to the “Building Evacuation” tab
DO NOT enter any area with a detectable odor of gas or signs of a hazardous materials release.
Hazardous Materials Release

Provide the following information:
- Location/building name/address of the leak or spill
- Source of the leak or spill, if it can be identified immediately
- Extent of the leak or spill (e.g., diameter of spill area)
- If anyone is experiencing symptoms of exposure
If instructed by GUPD, DPS or MPD, pull the nearest fire alarm and evacuate the building. Flip to the “Building Evacuation” tab.

If You Discover Fire on Your Floor:
- Activate the nearest pull station to engage the building fire alarm system.
- If safe to do so, immediately exit the building, closing the doors behind you. DO NOT use elevators during an evacuation!
- Once safely outside the building, call the appropriate emergency responders for your campus:

What to Do Once the Fire Alarm Is Activated:
- Use the back of your hand to feel closed doors.DO NOT open if hot. If you are unable to leave, use a wet cloth to seal cracks under the door and to cover air vents.
- Walk to the nearest exit. DO NOT use elevators!
- Those who are unable to evacuate the building rapidly, such as people with physical disabilities:
- Move to a stairwell landing and contact emergency responders.
- Notify Building and Floor Marshals if you see them.
- Wait for assistance from trained first responders.
- Flip to the “Building Evacuation” tab for more information.
- Inform first responders, GUPD, DPS or MPD officers about people who have not been evacuated, or if you know that someone is trapped.
- Gather outside at the designated assembly area and follow instructions of Building and Floor Marshals. Do not attempt to re-enter the building until instructed to do so by GUPD, DPS, MPD, or Building and Floor Marshals.
If You Are Caught in Smoke:
- Drop to your hands and knees and crawl toward an exit.
- Stay low to the floor, as smoke rises to the ceiling level.
- Hold your breath as much as possible.
- Breathe shallowly, through your nose, and use a filter such as your shirt or a towel.
If You Are Trapped in a Room:
- Place wet cloth material around or under the door to prevent smoke from entering the room.
- Close as many doors as possible between you and the fire.
- Be prepared to signal someone outside, but DO NOT BREAK GLASS unless absolutely necessary!
- Contact the designated emergency services number with your exact building and room number.
Using A Fire Extinguisher:If safe to do so, use the nearest appropriate extinguisher to fight small fires (no larger than a wastebasket).
- PULL safety pin from handle.
- AIM at base of fire.
- SQUEEZE the trigger handle.
- SWEEP from side to side at the base of the fire.

- Knock on all elevator doors to determine whether the elevator is occupied.
- DO NOT attempt to rescue the occupants. DO NOT attempt to pry open the doors.
- Call the appropriate campus emergency responders and provide the exact location of the elevator:

- If occupied, reassure occupant(s) that help is on the way.
If You Are Inside the Elevator:
- Use the emergency phone or button located next to the elevator doors to call the appropriate campus emergency responders.
- Provide your name and the exact location (building and floor, if known) to the dispatcher.
- Stay away from the doors. DO NOT attempt to pry open the doors.

- Leave it alone. DO NOT move it or touch it.
- Avoid radio and cellphone use in close proximity to the package. Where possible, call using a landline phone.
- Ask people in the immediate area if they own it.
- Immediately call the appropriate campus emergency responders and give the dispatcher a description of the location, type of package and other details.

- In some cases, it may be best not to evacuate. GUPD, DPS or MPD, in partnership with local authorities, will decide whether or not to evacuate the area.
- Follow directions of GUPD, DPS, or MPD and other first responders.
Suspicious Mail:
Signs of suspicious mail and packages:
- No return address or one that can’t be verified as legitimate
- Marked with restrictions, such as “Personal,” “Confidential,” or “Do not X-Ray”
- Handwritten or poorly typed address
- Addressed to someone no longer here or not addressed to a specific person
- Incorrect title or title with no name
- Misspellings of common words
- Sealed with excessive tape
- Oily stains, discolorations, or crystallization on wrapper
- Strange odor
- Rigid, bulky, lopsided or uneven
- Unexpected delivery
What to Do:
- Isolate the item immediately
- DO NOT shake or bump the package, and do not open, smell, or taste the contents
- DO NOT discard the letter or package
- Immediately call the appropriate campus emergency responders and give the dispatcher a description of the location, type of package, and other details
- Avoid radio or cell phone use in close proximity to the package
- Wash your hands with soap and water
- Emergency responders will indicate whether or not to evacuate the area
- Follow directions given by emergency response personnel

Signs of suspicious vehicles include:
- Rental vehicles/trailers parked near a building, parked at or near the loading dock, or located in the parking lot without prior authorization
- Vehicle with missing or forged license plates
- Vehicle with covered or taped windows
- Any vehicle that appears overloaded or has any substance leaking from it
- Vehicle containing drums, barrels, or other bulk containers
- Any vehicle parked illegally or parked at an unusual location
- Any type of vehicle that appears to be abandoned (i.e. inspection sticker missing, registration plate expired or missing, etc.)
What to Do:
- Immediately call the appropriate campus emergency responders and give the dispatcher a description of the location, type of vehicle, and other details. Make sure to call using a landline phone.
- Avoid radio or cell phone use close to the vehicle.
- Emergency responders will decide whether or not to evacuate the area.
- Follow directions of GUPD, DPS, MPD and other first responders

Most bomb threats are received by phone. Bomb threats are serious until proven otherwise. Act quickly, but remain calm and obtain information with the checklist below. If a bomb threat is received by phone:
- Remain calm. Keep the caller on the line for as long as possible. DO NOT HANG UP, even if the caller does.
- Listen carefully. Be polite and show interest.
- Try to keep the caller talking to learn more information.
- If possible, write a note to a colleague to call the authorities or, as soon as the caller hangs up, immediately notify them yourself.
- If your phone has a display, copy the number and/or letters on the window display.
- Complete the Bomb Threat Checklist immediately. Write down as much detail as you can remember. Try to get exact words.

NOT in Your Building:
- If you receive notification that there is an individual with a weapon on your campus but not in your building, immediately move inside to the nearest room.
- Close and lock the door behind you, if possible.
- If the door is unable to be locked, barricade the door with heavy, solid objects (e.g. desks, tables, cabinets, etc.)
- Place yourself and others in the room behind a solid object away from the interior door.
- Close any blinds facing interior spaces.
- Turn off lights and computer monitors.
- Place cell phones on silent, but monitor them for HOYAlert updates.
- Remain out of sight of uncovered windows and doors with windows.
- Keep others calm and quiet.
- Should a fire alarm go off in your building while the incident is in progress and the “all clear” has NOT been given, disregard the alarm unless you can see or smell smoke and/or fire or other evidence of fire.
- DO NOT open the door for ANY reason unless authorized by police.
When you come in contact with police officers, you may be handcuffed and/or told to keep hands raised in the air as you exit the building. This is for your safety, the safety of others, and the police.
IN Your Building (You CANNOT See or Hear Shooter):
- If the shooter is in your building but you are unable to see or hear the assailant AND you have a clearly visible and readily available exit, leave the building immediately.
- DO NOT signal an evacuation using the fire alarm.
- Once outside the building, move quickly across any open areas and try to keep large objects between you and the shooter as you run.
- Immediately move to another building and take protective cover. Remain there until police arrive or you receive an official “all clear” message.
IN Your Building (You CAN See or Hear Shooter):
- If you are in an open area or otherwise unsecured space, immediately move yourself and all others into an office, classroom, or other area that can be secured.
- If you are unable to move inside to an area that can be secured, do your best to hide.
- Close and lock the door behind you, if possible.
- If the door is unable to be locked, barricade the door with heavy, solid objects (e.g. desks, tables, cabinets, etc.)
- Place yourself and others in the room behind a solid object away from the interior door.
- Close any blinds facing interior spaces.
- Turn off lights and computer monitors.
- Place cell phones on silent, but monitor them for HOYAlert updates.
- Remain out of sight of uncovered windows and doors with windows.

Call the appropriate campus emergency responders and be prepared to give the dispatcher the following information concerning the incident:
- Your exact location (building, floor, room number)
- Specific location and direction of the assailant
- Number of assailants
- Sex, race, and age of the assailant
- Clothing color and style
- Physical features-e.g. height, weight, facial hair, glasses
- Distinguishing features and/or marks (i.e. scars, tattoos)
- Types of weapons-e.g. handgun, rifle, shotgun, explosives
- Description of any backpack or bag
- Do you recognize the assailant? Do you know his or her name?
- What exactly you heard-e.g. gunshots, explosions
- Number of people in the room with you
- Number of individuals with injuries
- When you come in contact with police officers, you may be handcuffed and/or told to keep hands raised in the air as you exit the building. This is for your safety, the safety of others, and the police. Follow all directions of first responders.

- Drop to the floor and take cover under a desk or table.
- Stay under the desk or table until the shaking stops.
- Stay away from overhead fixtures, windows, bookshelves, and electrical appliances.
- Stay in place until the shaking has fully stopped.
- After the shaking has stopped and when safe to do so, evacuate the building to a designated assembly area or other available open space away from potential overhead hazards. Flip to the “Building Evacuation” tab.
- Follow directions of Building & Floor Marshals and other response personnel.
- When moving from one place to another, do so with care.
During evacuation, pay attention to and avoid areas with visible damage.
- Remain in the designated assembly area until an “all clear” has been given.
- Do not enter parking garages or other buildings before an “all clear” is given, unless instructed to do so by HOYAlert, by the Building and Floor Marshals, GUPD, Department of Public Safety (DPS), or MPD.
In The Event Of A Flash Flood:
- If indoors, prepare to evacuate as ordered by a Building or Floor Marshal, other emergency personnel, or fire alarm. Flip to the “Building Evacuation” tab.
- If outdoors, go to high ground immediately. Avoid walking or driving through standing water as depth is hard to gauge.
In The Event Of A Tornado:
- Georgetown University will issue a HOYAlert when a tornado warning has been issued for the District of Columbia. In addition, the Campus Alert System (steam whistles for MAIN CAMPUS and rooftop PA for Law Campus) will sound.
- Go to the designated shelter-in-place location on your floor and avoid outside walls and windows. Building & Floor Marshals will assist in identifying shelter-in-place locations. Flip to the “Shelter-in-Place” tab.
- Use your arms to protect your head and neck from potential falling debris.
- Remain sheltered until the warning is over. Follow the directions of Building and Floor Marshals, GUPD, DPS or MPD.
