Charles J. O'Mara
Former U.S. Special Agricultural Trade Negotiator, Uruguay Round and NAFTA
Charles J. “Joe” O’Mara was a U.S. agricultural trade policy expert and diplomat who played a significant role in U.S. agricultural negotiations during the Uruguay Round. From 1990 to 1995, he served as Counsel for International Affairs to the U.S. Secretary of Agriculture and as Special Negotiator for Agriculture at the Office of the U.S. Trade Representative, where he helped shape U.S. positions on agricultural trade. A career Senior Foreign Service Officer with the U.S. Department of Agriculture’s Foreign Agricultural Service, O’Mara served overseas in Buenos Aires, São Paulo, and Geneva and also served as Acting Under Secretary of Agriculture for Farm and Foreign Agricultural Services during the first six months of the Clinton administration. He subsequently served as President of O’Mara and Associates and as a member of the Agricultural Policy Advisory Committee to the Secretary of Agriculture.
