William “Bill” Frenzel was a longtime Member of the U.S. House of Representatives, representing Minnesota’s 3rd Congressional District for 20 years. A prominent Republican voice on economic policy, he served on the House Ways and Means Committee and its Trade Subcommittee and was the Ranking Minority Member of the House Budget Committee. He also served as a congressional representative to the General Agreement on Tariffs and Trade (GATT) in Geneva for 15 years. Frenzel played a prominent role in securing congressional support for NAFTA, serving as a special advisor to President Bill Clinton in 1993. He subsequently chaired the President’s Advisory Committee for Trade Policy and Negotiations (ACTPN) under President George W. Bush and President Barack Obama. A Brookings Institution guest scholar for more than two decades, Frenzel received the Order of the Rising Sun from Japan and the Order of the Aztec Eagle from Mexico for his contributions to international economic relations.
