Andrew Stoler is an international trade expert and former senior World Trade Organization official who played a significant role in the development of the multilateral trading system. He served as Deputy Director-General of the WTO from 1999 to 2002, with responsibility for Legal Affairs and Dispute Settlement, Trade in Services, and Non-Agricultural Market Access, as well as the organization’s budget, administration, and personnel policies. Before joining the WTO, Stoler held senior positions in the Office of the U.S. Trade Representative and served as a U.S. trade negotiator. From 2003 to 2011, he was the founding Executive Director of the Institute for International Trade in Australia, where he developed programs in trade-related capacity building, research, consulting, and postgraduate education. He subsequently established an independent consulting practice focused on international trade and investment.
