
Him is a Senior Managing Director and Counsel of K2Integrity. He helps private and public sector clients solve business, legal, and policy challenges arising from geoeconomic risks, with a focus on sanctions, anti-money laundering and corruption, investment security, trade and tariffs, export controls, and a broad range of global economic issues involving international institutions such as the World Bank and IMF, climate finance, and sovereign debt matters.
Him served as the Acting Director of the Financial Crimes Enforcement Network, the primary U.S. AML/CFT regulator and Financial Intelligence Unit (FIU) of the United States, where he led the bureau’s efforts to reform the U.S. AML/CFT framework through implementation of the Anti-Money Laundering Act of 2020; issue regulations on beneficial ownership, real estate, and investment advisers; and enhance cooperation and engagement with financial istitutions, law enforcement, and civil society. Him also led FinCEN’s enforcement efforts and supervisory engagement with the Federal banking regulators, as well as international cooperation and engagement with foreign FIUs.
Him has also served in senior legal and policy roles throughout the U.S. government, focusing on the intersection of international economic policy and national security challenges. He served at the White House as the Senior Director for International Trade and Investment at the National Security Council and National Economic Council and as Deputy Legal Adviser to the National Security Council. He also was the U.S. Treasury Department’s top international lawyer and a senior policymaker, where he was the Acting Deputy Assistant Secretary for International Trade and Investment and the Assistant General Counsel for International Affairs. He started his career at the State Department where he worked as an attorney-adviser on economic sanctions, trade, and climate change negotiations.
Him earned his law degree and Master of Public Policy from the University of California at Berkeley. He also earned a Master of Science from the University of Colorado at Boulder in astrophysics, planetary and atmospheric sciences and a Bachelor of Arts in
physics, with high distinction, from the University of California at Berkeley. After law school, Him served as a law clerk on the U.S. Court of Appeals for the Ninth Circuit and the U.S. District Court for the Northern District of California. He is a member of the D.C.
Bar and the California bar.
