Professor Bowker is a partner at Wilmer Cutler Pickering Hale and Dorr LLP, where he specializes in international arbitration and litigation and chairs the firm's International Litigation Working Group. Prior to joining the firm, Professor Bowker served as an attorney-adviser in the Office of the Legal Adviser at the U.S. Department of State, where he specialized in the law of armed conflict and political-military affairs. He previously served on the National Security Council staff as an assistant to Richard A. Clarke, the then-head of U.S. Counter-terrorism. He previously taught a course called the Law of War and the War on Terrorism at the Benjamin N. Cardozo School of Law in New York City. He has guest lectured at Georgetown University, George Mason University, New York University, and Fordham University.
