Timothy H. Edgar

B.A., Dartmouth College; J.D., Harvard Law School.  Professor Edgar is the senior legal advisor to the Office of the Program Manager for the Information Sharing Environment (PM-ISE) which manages the government’s efforts to share terrorism-related information.  From 2009 to 2010, Mr. Edgar was the first Director for Privacy and Civil Liberties in the White House Cybersecurity Office, fulfilling President Obama’s commitment to designate a cybersecurity official “with a portfolio specifically dedicated to safeguarding the privacy and civil liberties of the American people.”  From 2006 to 2009, Mr. Edgar was the Deputy for Civil Liberties in the Office of the Director of National Intelligence, and helped establish this new office with oversight authority over programs within the Intelligence Community.  From 2001 to 2006, Mr. Edgar was the National Security Policy Counsel in the legislative office of the American Civil Liberties Union, where he appeared before Congress and major national media in support of greater civil liberties protections in U.S. counterterrorism policies.  Mr. Edgar clerked for Judge Sandra L. Lynch of the United States Court of Appeals for the First Circuit.  He is a graduate of Harvard Law School, where he served on the law review, and from Dartmouth College.
