His work focuses on ERISA, bankruptcy, and litigation. He has also served as an Assistant Branch Chief in the Office of the Associate Chief Counsel for Employee Benefits and Exempt Organizations (now TE/GE) at the National Office of the Internal Revenue Service. He is a member of the Virginia, D.C., and Supreme Court bars, and is also a veteran who served as an officer in the U.S. Air Force. Professor Eggeman has been on the briefs in such cases as Beck v. PACE Int'l, (distinguishing plan merger from plan termination), as amicus curiae in Central States v. O'Neill (multiemployer plans may accelerate employer withdrawal liability for insecurity defaults during arbitration), and as lead counsel in PBGC v. Oneida (termination premiums not dischargeable in Chapter 11 bankruptcy). Publications include Participant Rights under Title IV of ERISA, Journal of Pension Planning and Compliance, Spring 1999; Is ERISA's New Premium for Pension Plans Terminated in Chapter 11 a Claim under Bankruptcy Code section 101(5), American Bankruptcy Institute, 2007. He has represented PBGC at conferences sponsored by the ABA and JCEB.
